The evaluation reviewed the Leadership Development Project results for the period; January 2010 – December 2012. It sought to provide useful information on how the project has performed during the stated period in all the key performance areas. The evaluation assessed project performance against key parameters including the project’s relevance, effectiveness, efficiency, outcomes, and sustainability. Furthermore, the evaluation generated lessons learnt and recommendations. The specific objectives of the assignment were:
i. To critically analyze the project results in the context of YWA operational framework
ii. To examine project strategies and how they enabled communities to accept young women in community leadership roles
iii. To an extent possible, determine indicator based progress by comparing baseline and end of project evaluation results
The evaluation methodology was participatory and largely qualitative in nature. It sought participation of project staff, YWA board members and project beneficiaries. This approach was adopted because it was consistent with the nature of the project, which was equally participatory and engaging in nature. This was also on the understanding that leadership development issues require interactive methods of data gathering which can aid perceptive alertness or assertiveness of beneficiaries. Visual observations about young women’s expressiveness in front of other people was important to assess because leadership is mostly about how one presents herself before a group of people she intends to lead.
