The primary purpose of the endline evaluation was to understand the role that flexible funding and capacity development support played in improving ECCD and SCGE programs implemented by GFC partners and identify any unintended consequences (positive and/or negative) of GFC support in the performance of partners. The endline evaluation used a non-experimental study design, which was anchored on a case study approach to collect and analyze data using a mixed methods approach. The study also incorporated literature reviews at all stages of the evaluation to collect both qualitative and quantitative secondary data for triangulation with findings from the primary data sources. The sampling method for all data collection methods was purposive with a focus to interview individuals and groups closely involved in implementing program activities as well as beneficiaries. Specifically, the data collection included desk review, focus group discussions, key informant interviews, observations and organizational capacity assessments using GFC’s Organizational Capacity Index tool (OCI).
