Baseline Study for the Nacala Road Development Project Phase IV (Mwami/Mchinji Zambian Side One-Stop-Border-Post)

The Government of the Republic of Zambia established the One-Stop Border Post (OSBP) at the Mwami/Mchinji border with Malawi. The project was financed by the African Development Bank (AfDB) and implemented by the Road Development Agency (RDA). As per the OSBP requirement, a baseline study was conducted at the border and surrounding communities. The Mwami/Mchinji OSBP follows the Juxtaposed mode, where two border facilities have been constructed on the Zambian side and the Malawian side. The clearance process will take place in thEe country of entry.

 

The baseline study had a two-prong focus:

i. To establish the baseline situation on the key performance indicators


ii. To use the findings from the baseline to refine the Project Results Framework that will be used for the final project performance assessment.

 


A cross-sectional design was adopted for this study. This method was preferred as it provided empirical observations on the prevailing sociocultural, socioeconomic, and socio-environmental status of households within the Project Area of Influence at the start of the project. Available data from the census showed that people living around the Mwami Border are engaged in various economic occupations (i.e., farming, cross-border trade and money changing etc.), thus, a three-tier stratified random sampling procedure was used to select interview participants. The objective of stratification was to have homogeneous units of analysis.
