This M&E Plan served as a core program performance management tool for all stakeholders involved in LSP. It sat out clear indicators and articulates how they monitored to ensure steady program performance. It was also used for program accountability on key deliverables agreed upon by program implementers and donors. The specific objectives were:
i. To show the program logic through the Results Framework,
ii. To clearly spell out data needs and define appropriate indicators for each Development Financing Institutions (DFIs),
iii. To articulate roles of stakeholders in data management, and
iv. To provide users with useful reference materials in appendix section.
The primary users of the M&E Plan were members of the Program Management Unit (PMU). The plan was also useful to Lusaka Water and Sewerage Company (LWSC), Program Implementation Consultant (PIC) team members and all partners working closely with the program team who include Lusaka City Council (LCC), Zambia Environmental Management Agency (ZEMA), relevant line ministries and other agencies.
